Thats how it is in our town. When we moved into our house..there wasnt a sidewalk. Then they built one....this is when i found out that even if you own the land, the town is entitled to 4 feet from the street onto your property.
To the OP I'm glad you called the police...cause now if something happens to another persons dog (cause god knows what she could do-she's nuts!), then it will be on file as the police were once called out to her house for an incident.
