You were fully within your rights to walk the dog there, and fully within your responsibilities to clean up after your pup. In most places, side walks are owned by the cities or counties, even if they cut through someone's property. Anyone can walk on them.

I'm glad you called the police and they were going to go talk to her. Harassment should not be tolerated.
