Nuetered (castrated) dogs can still mount. While the majority of testosterone is produced by the testes, small amounts are also produced by the adrenal glands. But spermatogenesis only occurs in one part of the body, the testes. As long as those were removed, there is zero chance of the tie producing puppies.
