It's hard once you've allowed them do things in the past, such as get on the furniture, and then some new person moves in and the rules all change. That's what it sounded like to me anyways and probably how Bailey looks at it?
I don't have this problem simply because I allow Jackson access to wherever I am. I think he would go nuts too if locked away or not able to sleep with me... I don't see a problem with it but maybe that's just me. Bailey was brought up thinking these things were okay, and now they're suddenly not, so he's probably confused.
