I think Ann's job is hard enough. Imagine how many threads are started, updated, and the number of posts that go on YT everyday. I don't think one person can or will see every snarky, mean spirited, or rule breaking post. If there is something you see that you feel is breaking YT rules, it is then your responsibility to report it. If you sit around and hope Ann or Admin happens to see it, nothing is going to change. After that it is in Admins/mods hands how they handle the situation. If you report something and nothing happens, please go on with your day and don't let something on an online forum ruin everything for you. I think it's our job as a community to bring attention to these things instead of complaining about them. We have a part in this community too.
