Yeah that happened at my condos too. Unless they have a guard shack and an actual person people will do as they please. Trick or Treaters too... it usually starts before I get home from work and I can't even drive down the main road in my condo to get to MY HOME because tons of people who do not live there take their kids there and park up and down the road or even right in my own NUMBERED spot! Aaaahhh thank god for tenants, I am out of there!
