Yes they do - I don't know about all cities/towns but here in Houston we have a problem where I live with people leaving food out for poor stray cats - I appreciate them trying to be helpful and compassionate but these cats were multiplying in droves and I saw a few lying dead in the road after being hit - little baby kittens -
they sent letters about people leaving food out and within days - it was back again - maintenance is susposed to pick up the dishes to try to control the problem but even with the complaints someone called animal control - maintenance did it for a few days and that was that - they know WHO is doing it but do nothing to stop it really.....
they came out with cages and 'bait food' ....but the funniest thing was - those who were feeding them HID the cats on their patios - then let them out because they weren't their cats. The poor cats were howling all night when on patios - I could hear them
Apartment manager told me the biggest problems with managing is Kids and cats - it's an ongoing problem I guess with them all - but when people are encouraging strays to hang around and multiply - they aren't helping them at all.
it's a sad cycle.
