I've been close to stealing dogs from pet stores. One was a 5-week-old black Lab that I was holding. I kept nearing the door and then finally chickened out. No one would have noticed I don't think. That is the only way to get them out w/o paying for them and continuing the puppy mill cycle. I'm not advocating it, but I know it's very tempting at times. At Petland in the Chicago area, you have to leave a photo ID and a valid credit card in order to even HOLD a puppy. It definitely prevents theft.
