my Pixie does both.
I got Pixie when she was 8 weeks (yes I know too young, but I did not know that)
It was in November when I brought her home and cold in CT so we pad trained her all winter.
When spring came I started taking her out when I took Daisy out.
Pixie will pee outside when I say go pee pee and I think that is the key to have a word that they can learn.
She pees on the pad as well. As far as poo she prefers the pad but if we are on our walk she will poo right on the walking trail
