I agree. I recently got into a middle-of-the-street-screaming-match with a neighbor over his unleased dog. A black lab, named Sasha. Sasha was a cute pup, would run up to you if she was outside and it was cute--because she's a pup. Well, Sasha's grown now and has never been made to mind and will still run up to you if she's out and sees you--not so cute anymore.
My daughter was attacked by a black lab a few years ago and is PETRIFIED of Sasha now. So her running up jumping on us = not cool. She recently ran up when I had one of ours out, bypassed us and ran IN OUR HOUSE!
I managed to grab her by the collar and sling her out the door right as Trixie lunged for her.
Thus the screaming ensued. His defense being "she's harmless" mine being "I will defend my child and dogs first and ask questions later."
