I think if what you did worked really good for Lucy, do it again... everyone has a different way to train and if you found something that works stick with it!
I usually do the tethering method, that is where the dog is with you, literally attached sometimes with a leash, ALL the time. Anytime they start to sniff, squat, circle, you take them to the pad (or outside). When this wasnt possible or when I was out, they would go in an expen with wee wee pads on one side and a bed on the other.
