Is he neutered? How often does he come back home?
Regardless, first step for your own sanity, BELLY BANDS. After that, you pretty much have to bait him and every time he goes to lift his leg correct him with a firm no. Not yelling, but a firm no. If that doesn't phase him, then add a clap to snap him out of his state of mind, or pick him up. If you pick him up immediately take him outside, remove the belly band and tell him to "potty" there. To them, marking isn't peeing, but you have to, as Cesar Millan would say "claim the space." The space (home) is yours and you don't want that in your home. Also, every human has to be on the same page. If everyone does the exact same thing when they catch him in the act, he'll get the message quicker. The belly bands are only to protect your furniture, drapes, floors, etc. The training is what really makes the difference.
