I have bought flea products from an online source - Deadfleaz.com, they are in Australia. All of the products they sell DO come in the mfgr packaging though, the only difference is, the recommended weights are listed in kg not pounds like US packaging.
I don't know about other companies and if the products are counterfeit, but do know the Deadfleaz place sells the real product.
Also with your neighbors yorkie, maybe she is allergic more so to the flea bites than your yorkie is? Or.....I've had a vet tell me he thinks a couple of the flea products (Fontline being one of them) don't work as well any longer, that fleas are growing resistant to the chemicals. Maybe your neighbor could switch to another product?
