Found the word I was looking for (don't you hate it when you have a word on the tip of your tongue and it won't roll off?)
The condition I was trying to remember is encephalocele, or encephalomeningocele (the first refers to a sac filled with spinal fluid,the second refers to a sac with brain tissue coming through a defect in the skull). The condition isn't always fatal, but in surviving children there are nearly always severe neurological defects.
