It sounds worse than Open Fontal, which is a soft spot where the scull hasn't fused together; with Open Fontal, skin at least, is covering the brain. You have to be very careful that there is no injury to the spot, and dogs that produced these puppies should never breed again. With the brain actually exposed, I would guess the chance of survival is small. I would hope the "breeder" gets the dog to the vet immediately. What does it take to get people to go to the vet?
We had a thread on euthanasia, and so many breeders didn't know of a humane way to end the suffering, so I would never recommend that without a vet's advice.
