Repro vets are well versed in canine reproduction. Can better tell you what is going on with your girl. A blood test would be the first order of business. This will give you initial insight to what is going on with your girl. Whether her every 4 month cycles are a hormonal imbalance or something else. There are other things that can be causing this issue. Infection with her reproductive organs, etc.
