Daisy has super sensitive hearing.....she will bark to let me know that the garbage truck is making its way through our neighborhood! It is particularly funny when she barks at thunder! I just think that she believes she is doing her job protecting us. Since you don't think your dog is reacting to other people out of fear, maybe it is the protection instinct? If that is the case, I agree with the person who suggested socialization experiences/classes.
