Definitely have the dogs meet on neutral territory. Then do everything for Penny Lane first: greet her first, pet her first, feed her first, and so on.
I've read here that some people separate the two dogs with a baby gate or xpen for anywhere from a day to a week to get accustomed to one another. Whatever you do, supervise closely, especially with a tiny pup.
When I brought home my second boy, he was 8 months old, so there wasn't as significant a size difference as there would be with a puppy. Although my boys were buddies right away, we had to work through jealousy issues. Some people get lucky and don't experience any problems at all.
