I was also thinking that this sounded like a fear behavior. Some dogs will shiver and hide, but others will try to alert you by barking at the perceived threat. The trick would be to associate the thing that is upsetting her with something wonderful, like an especially tasty treat. Distract the puppy when a person approaches, then reward the good (non-barking) behavior.
