yep they can, I have 2 boys that are neutered and everytime Friday comes in season they let me know by trying. I even have a female pom that is spayed and she follows her around sniffing her. So you are better off getting her fixed. Or just get them all fixed because the boys will start lifting their legs if they haven't started already.
