Please do not "pop him" as these are tiny dogs, plus it will lead them not to trust you and perhaps lead to worse behavior. I would get a belly band and if you catch him a firm "no" and maybe a time out in his playpen.
And I agree with previous post, you should get him neutered if he isn't already.
