She's to young to be going out for walks, it is my understanding that pups finish all their shots, or at least should finish all their shots, at 16-18 weeks old. After that, wait two weeks for full immunity. It's a precaution to keep your baby safe. Anyway, this is a behavior you need to nip in the bud. If she's ok to take out, don't expect much from her yet, she's still a baby. If and when she is ready to be out in the big world, correct this behavior. When she starts getting excited, walk in the opposite direction. Once she quiets down, hopefully after a few steps, turn back around. Don't let her approach what makes her excited until she's calm.

How old was she when she came home? If she came home younger than 12 weeks of age, she lost out on good doggy manners mom and litter mates teach between the ages of 8 and 12 weeks.
