My Westie has purplish skin too. He has bad skin allergies that we keep under control with OTC allergy meds; grain free food; cortisone shampoo; and the occasional dose of prednisone from the Vet when itching/sneezing/scratching get too bad.

So, maybe it is allergies like your Vet is thinking.
