Another good way to tell if the pups are getting enough milk is to weigh them several times a day. I use a good digital scale that weighs in grams and a chart to keep track of puppy weights.(It's a postal scale I bought at Staples). I weigh the puppies at least twice daily for the first week, daily until 2 weeks old and then weekly until 12 weeks to make sure they are eating enough and growing well. If you can weigh them and see them gaining weight (in grams) you can know they are eating well.
I use a goats milk mixture for momma's that I think could use it and it helps to increase their intake, especially their fluid intake. It takes lots of fluids during lactation to produce milk. My "recipe" is 1 can goats milk mixed with 1 can of water, a pinch of salt substitute, and a tablespoon of Karo syrup.
