I'm sorry, I didn't have time to read all the responses, but here are my thoughts. You do not want to have your homeowners pay for the er visit, your premiums will go up as you know and it will be expensive.
I work for a hospital and for people with no insurance, they usually offer a 50% discount. I recommend finding out if they will give you a discount and paying out of your pocket, much cheaper in the long run.
Also, I think if you hand your dog over to whatever rescue is being offered here, she cant at that point be taken and put to sleep.
