Have you contacted United Yorkie Rescue? If they could take her, I will figure out a way to help get her to them. I know that they used to have a foster home in TN that worked with problem pups.
Our group would take her except that the only homes that could deal with Mindy's issues are full at this time.

As I said above, I cannot remember them all.. But yes I did indeed contact UYR and they said someone would contact me and never did. I wrote back and never got another reply.
Linda, every rescue you suggested before i DID contact. I do not expect them to be in my "backyard" as you put it, I called and emailed in state, outta state, etc..
