At nine weeks, the pup should be with momma still. But since he is not, yes I think it is crazy to have a pup this young have free roam. My Uni was pretty much potty trained at 5 months, but I am literally with her 24/7 (she comes to work with me everyday), but I didn't give her more space until she was reliable in a confined area for a few weeks. Once I knew she was good in that amount of space, I would give her more. If you don't confine your pup, you will have a very hard time with potty training.
What do you mean "now that he is casted"? Do you mean crated?
