I've read about larger dogs whose tails were originally docked because the dogs could cause themselves injuries. For example, poodles that were used to hunt would get burrs and stickers stuck in their long tails. I read one story in particular about a doberman pincher who hadn't had his tail docked. When his owners would come home, he'd stand in their narrow entry way and wag his tail so hard that he caused it to bleed badly by whacking it against the walls.
Anyway, I highly doubt a long tail is a hazard for a small dog like the Yorkie! So yup, I'd love to see them outlaw it here or at the very least not encourage the tail docking or force it as a "standard".
