Default peeing in crate

Should I change what I'm doing or use an x-pen instead? Is there a better way of housebreaking her? I want her to have freedom but she is not at all reliable around the house.
Just a few suggestions on peeing in the crate, when I got my baby yorkie we were having trouble with him wetting everywhere, he was 2 month old and not toilet trained, I got him a large playpen especially for dogs and attached that to his crate, we put black polythene on the bottom of the pen under that we put cardboard, and on top of that we used news papers, just in two to three places, then we put a couple of pieces of paper in different places in the room out side his pen, he quickly learnt to go on the news papers, and never once peed in his bed.
We lock him in the pen at night, and when we can't take him out with us.
He still pees and poos on the news papers at night time, on the odd occasion but we can clean that up with not too much trouble, and we get a full nights sleep.
We thought at first we were not going to be able to cope as we are elderly, but now he is really good.
He is 9 months old.
