I have to say all 3 of mine do this even though i have done the desensitizing etc. What i found worked great was distracting them with something while groomer is doing nails. I have a groomer that comes to home which I think is better as they do not get as stressed about going to vet or a groomers where a bunch of dogs etc are around.
What i do is hold a piece of chicken in my hand and they nibble at it and as they are nibbling the groomer is getting the nails so they are so distracted by chicken as they are chicken obsessed that the nails do not phase them. You could use a bully stick if they like those as well. It has worked really well for us.
Also a groomer on my other group puts dogs in the puppy purse where all 4 legs hang out and it velcros around them and then you can hang dog on door knob etc as they will not move and she trims some this way that are difficult as they are so distracted by hanging they do not move and you can hang them on your arm and let groomer or vet trim nails
I always hold them and help groomer groom them and it has been much less stressful since doing the chicken distraction - i hold it tightly in hand and they are trying to get at the whole piece and so determined they forget about the rest.
