I don't want to go with the short answer here because there are always exceptions to the rule, but if we are talking about DHP, then the answer is no, you do not need to do it yearly (high risk or not). Puppy shots, one year booster, and then every three years is a very acceptable schedule. You can do them less (after one year booster), but that gets a bit controversial and I'm not going to tell people that's what they should do. This goes for modified live vaccines (DHP). Bordatella nd rabies are different cases entirely. You will need to get bordatella every 6-12 months if you believe it is needed for your dogs. This every three year rule also does not apply to lepto, lymes, or the rest of the list.
