These are probably just retained baby teeth, it is pretty common in small dogs. She may eventually lose them, she may not... if she has not lost them by the time she is spayed, you should have the vet pull them while she is under... but it is nothing to be concerned about now. You can try giving bully sticks or playing tug of war to loosen them up and hope they come out on their own.
