That has ALWAYS been my policy. It's just not worth the risk, even though I have neighbors who leave their little dogs out, I just would not risk it. Time may be short, but I will walk my guys every few hours and leave pee pads out rather then ever let them out of my house unwatched; behind a fence or on a line. They play perfectly well indoors, another advantage of a toy breed.
Like everyone else here, I can't imagine how someone, however desperate, could try and steal someone else's beloved pet.
