Not necessarily. It depends on the preference of the owner and the individual dog. Some do well on high protein and others seem to not be able to tolerate it. There are concerns about high protein diets causing liver and kidney issues, but it appears that hasn't been proven true yet. I personally prefer to be cautious and would probably stay in the 20's for my dogs, but that's just me.
