Settle down there are a great many that can not and will not handle aggression for the fact if the dogs bite again they are on the hook for a legal action. I am glad you invested in a behaviorist as I did that did not come cheap and I also traveled around to get more help but the fact is that many rescues do not have the time or the money or the will to fix this and sometimes these guys are better not suffering in mental pain anymore.
While you are one rescue you can not take in every single rescue with aggression concerns that there is and some of these guys like my girl is not fixable they are only manageable and in a rescue they would get put down unless they landed in say best friends.
Then you take a dog and place it in the home and it has a bite history and it is know they may not get insurance and yes it is too getting that bad.
