This happens because your internet browser "caches" websites so that they load faster. However if you clear your cache or delete your browsers temporary files the website will load the most current version. No need to reboot your computer. In Internet Explorer it is in Tools > Internet Options > Under "Browsing History" select Delete and make sure "Temporary Internet Files" is selected.
