Vee - I am not sure what you are asking me here...maybe it is to early..
Each state has their own laws and would have to be viewed state by state. I would look at each states Humane Society pages to see if they have anything posted.
In this case, they are going state by state where some of the worse mills are and are trying to make a difference and educate people. It is a slow process and a very expensive process. None of it will work unless the voters understand some of the changes (Woogie Man pointed out in his state how some of these things are tied together with farm animals and are voted down). They have to stand up and speak out and write letters.
I remember a number of years ago when California tried to pass a law that humans were guardians of their pets instead of owners to buy and sell like cattle. I remember people laughing about the whole thing and saying it was just ridiculous...well I am here to say because people refuse to educate themselves about their state laws then puppies are just product to be produced and sold like cattle.
