Yes it can run in the lines. But I wouldn't see it as being common as any reputable breeder looks for good pigmentation for their maltese, it is a must if you want to breed by the standard.
I've been told that if you add kelp to their diet it will darken their pigmentation that they make be lacking due to sun. I've never tried it though.
