It's not mandatory, but it is a safety precaution. If something goes wrong, they have a line in him already. Wouldn't allow surgery without it on Ellie...
Yes, they are types of anesthesia. Each vet has their own preference. I like Iso so far... These are gases used for maintenance. Halothane is another one, but I would not use it. Before they can intubate and give him this gas, something is used to "knock down." You can read about all of this in the YT Library.
