Depends on who does it and who's telling the story. Procedures and experiences differ. I can only vouch for my own experience--my vet used a gel-like topical, let it set and then performed the procedure. 3/4 of my last litter never flinched or cried when it was done. At only a few days old, blood circulation to the tail is not what it would be for an adult and the nerves are not functioning at full capacity--so whatever the pups DO feel is significantly less than what an adult dog would experience.

Some people had less fortunate experiences with docking and can vouch that their pups did seem to experience pain and discomfort.

Seems like though, it's a safe be to say that if the procedure is performed correctly, that the pups experience minimal discomfort.
