I guess you are right...a new puppy is overwhelming for anyone. Mine sure was. And I know my boyfriend complained plenty when she was weeing inside.
But it's unethical to lock any animal in a garage just so that you don't have to deal with it's mess. they take time and patience, whether they are big or small
try your best to educate this person and if the animal is ever found to be suffering and locked away I would take action.
