As you say not just puppy mill dogs.....A friend of mine that lives a few blocks over called me last night. She'd been attempting get animal control out all day. Her nieghbor's have a German Shephard puppy tied to a wrought iron fence with a lead....not long enough for it to sit down. It had been crying all day, no water for it to drink. What was worse it had begun to rain early in the evening. She couldn't get animal control to respond.
