That would be a legal mess, and not much of incentive for some people to spay anyway. I mean it's only $300 or so to spay/neuter, and some people wouldn't mind losing that if they were than legally allowed to produce puppies from that dog. I think some pounds do this, you get a refund if you have the dog spayed and neutered within so many days. Some breeders are even spaying and neutering before they place puppies, I hate to see this happening, but can't blame the breeders.
