When people approach and want to handle my dog and (at least have the good sense to ask) if she bites. I just say "yes". (she hasn't bitten any one to date nor shown any indication she would, but in the end she's a dog and any dog could bite) That usually backs them off, but I have met people with babies in those little front chest carriers lean over to pet my dog and their baby's face falls within an inch of my dog's nose. And they do it so fast it's hard to stop them. I discourage strangers, particularly children and sudden movements on their part just because I'd hate for something to happen, as we've all heard, "they never bit anyone before..." statement ...right after their dog bit someone (for the first time).
