 Dawn Dish Detergent Flea Bath
I did a search 'Dawn Dish Deterent Flea Baths" on YT and came up with many posts and also "Googled" the same topic. None really specified diluted but I would image it would have to be a dilute mix and thoroughly rinse the pup. I live in the Melbourne area beachside and battle fleas year round too.
Do not give comfortis/flea meds and hartgard too close together. There's an FDA warning out about doing that and can be found on YT through search. It can be very harmful/deadly if they are given too close to each other. I usually give flea meds 1st of the month and heartgard around the 15th/2 weeks later.
