Starving and being nothing but skin and bones... that is definitely abuse! Everything else you said, describes my boy to a T. He wasn't abused at all, he is just such a fearful little guy. I've only had him for a little while, and the transition from quiet living in a house full of yorkies to a city life with big scary buses and such is a HUGE difference and he's still adjusting. He doesn't bark at all. The only noises he makes are these crying sounds. I would take him for a walk and he would dive for the bushes. He's better now.
