I agree this is the way it should be but many city shelters are just disgusting prisons. My point is everyone should understand in some shelters dogs have gotten cage crazy and have been put down. It is just one more part of the issue for the big picture. It costs a lot more $$$ to have a no-kill top of the line shelter.
