I guess my feeling is that the shelter should have good enough facilities, and walk the dogs frequently enough, that a year in a shelter should not traumatize them. The rescue I volunteer at does occasionally have long term residents - usually large dogs. Sometimes if they aren't adopted after a few months, they are moved to rescues that have better adoption rates with those types of animals.
