I do not know of any reputable breeder that would hand over any of their pups to a rescue. If I had a pup with a problem - I would still check out prospected parents so I could place him myself in a really good home and know where he is. Period.
Sounds like it was or could be a pet owner that turned him in. My hubby was out our local pound (since we donate food to them and we go there to drop off the bags) and there was someone there that was dropping off a bassett puppy, since he was 6 months and they decided they did not want him anymore. So sad! They said that he was not looking like a puppy anymore and he was turning out to where they no longer liked him. So wrong!
