I would ask as my dog cannot take liquids and yet the vet gave me liquid clindamycin when there were tablets just because he does not have it in stock so sometimes it is just a matter of what they have in stock

but both are nsaids anyway same thing. It is not a matter of not having pain meds it is what pain meds are safer for our dogs. Tramadol is much safer for dogs after what i have seen what an nsaid can do. Read the fda info link i posted on nsaids there is alot of info on that.
